The California Environmental Quality Act (CEQA)
is regarded as the foundation of environmental law and policy
in California. CEQAs primary objectives are as follows:
- Disclose to decisionmakers and the public the significant environmental impacts of proposed activities
- Identify ways to avoid or reduce environmental damage
- Prevent environmental damage by requiring implementation of feasible alternatives or mitigation measures
- Disclose to the public the reasons for agency approval of projects with significant environmental impacts
- Enhance public participation in the planning process
The work associated with the first Phase of construction (Phase 1) of the Clear Creek Wastewater Treatment Plant Rehabilitation and
Expansion Project qualifies as New Construction or Conversion of Small Structures as defined in Section 15303 (d) of the California
Environmental Quality Act Public Resources Code, Division 13, therefore a Categorical
Exemption document was prepared. The Categorical Exemption covers all work associated with construction and implementation
of Phase 1 facilities.
Construction for Phases 2 through 8 is currently undergoing environmental review
in accordance with CEQA. An
Initial Study/Mitigated Negative Declaration has been prepared, and is available for public review and comment.
